The Tokyo metropolitan government's first survey on cat habitation (conducted in 1998) estimates the cat population to be about 1.2 million in Tokyo. 600,000 of these cats were indoor house cats and the remaining 560,000 were outdoor cats, including 110,00 stray cats.
